Topher Rasmussen

Topher Rasmussen is Director of AI Enablement at Third Horizon, where he leads the development and adoption of AI and digital tools across the firm and for its clients. He runs discovery with colleagues and clients, defines what should be built, and builds or leads the build, then stays with each tool until it is part of how people actually work.

Recent work includes an AI intelligence platform for a national association of health plans, Starset Rate Compass, a rate benchmarking product for behavioral health providers, and TH Tools, the operations platform the firm runs on. He also leads Third Horizon's AI Workgroup, its quarterly AI training program, and weekly office hours that help colleagues put AI to work in their own roles.

Topher came to technology from communications and clinical practice, and that background shapes how he builds. He spent his first years at Third Horizon leading multimedia production, creative direction, and strategic communications, including serving as Associate Producer for Season 2 of The Cost of Care and producing both seasons of The HC3 Podcast. Before Third Horizon, he held positions with the University of Utah, Volunteers of America, the YWCA of Utah, and Salt Lake Acting Company, where as Grant Writer and Education Coordinator he secured emergency funding that sustained the theater through an 18-month pandemic shutdown. He writes about AI, most recently for the American Psychoanalytic Association's Council on Artificial Intelligence.

Topher earned a Master of Social Work from the University of Utah and a Bachelor of Science in Integrated Studies with concentrations in Theatre Arts and Psychology from Utah Valley University.
